A consultancy sells expertise and time. The owner often works in the business, through a BV with a holding company on top. Then your own salary, how you work at clients and the agreements on price and liability all count.
At the Chamber of Commerce you are registered under SBI code 70.20.1 (organisational consultancy) or 70.20.2 (management consultancy). Interim management and the management BV also fall under 70.20.2.
According to Statistics Netherlands, there were about 155,000 organisational consultancies on 1 October 2026. More than 9 out of 10 are one-person businesses, almost 10,000 have 2 to 20 people. Those who hire staff notice the difference: an employee costs a consultancy on average about €97,000 a year (Statistics Netherlands, 2024).
Where things go wrong for consultancies
Do you recognise one of these situations? Then your accounting needs attention.
-
Interim as part of the line
If you replace a manager and work within the client's framework, the government sees that as an employment contract for the duration of the assignment. Even with a high rate and your own BV.
-
A management fee instead of salary
Do you run your work through a management fee from your holding company? That does not lower your customary salary. In 2026 it is at least €58,000, and more if almost all turnover comes from your own hours.
-
Advising first, then bidding
If you helped a public body prepare the tender, you can be excluded from the tender if competition would otherwise be unfair. You first get the chance to show that this is not the case.
With your accounting in order, you know per assignment what it brings in, what you pay yourself and what is left in the BV.
The assignment and the BV behind it

Frequently asked questions
That depends on how you work. In the government's examples, an organisational consultant who delivers a result, finds their own clients and is not directed on content is self-employed. According to the government, an interim manager who replaces a sick manager and works within the organisation's framework has an employment contract for the duration of the assignment. A high rate or your own BV does not change that.
As a DGA you take at least €58,000 in 2026, or more if your work is worth more. If almost all turnover comes from your own work, the Tax Administration can set a higher salary. A management fee through the holding company does not lower your customary salary. The DGA salary calculator shows what it means for you.
If you pay out everything, the break-even point in 2026 is around €102,500 profit. Below that a sole proprietorship is often cheaper. Note: a BV does not protect you from liability for your own professional errors. For 2027 there are proposals for box 2 and the self-employed deduction, the House of Representatives votes on 12 November 2026.
For organisational and management consultancy it is not required by law. In practice many clients, brokers and public bodies do require it. General liability insurance covers damage to people and property, not the loss caused by wrong advice. Also limit your liability in your general terms, and give them to the client in advance.
Sometimes not. The public body must keep competition fair. If it cannot do that another way, it can exclude you, but only after you have been able to show that your role does not distort competition. Also watch the turnover requirement: it may not be higher than three times the value of the contract.
For tax purposes, the part of the price that belongs to work already done counts in that year. Even if you only invoice at delivery. So agree on instalments and invoice by progress. Then you also receive the money sooner.
The same self-employment rules apply through a broker. When people are hired through an intermediary, the Tax Administration looks at the whole chain. In 2026 a penalty for intent or gross negligence is already possible, from 1 January 2027 checks are back to normal. Record what result you deliver and don't let the client decide how you work.
There is a bill for compulsory insurance for the self-employed. It has no date yet, according to the Tax Administration it can start in 2030 at the earliest. If you work as a DGA through your own BV, under the proposal you are not compulsorily insured. With a sole proprietorship, you are.
For organisational and management consultancies there is no general cao and no compulsory pension fund. You arrange employment terms and pension yourself. If you mainly second your own staff to clients, the cao for temporary workers may apply. The gross to net calculator shows what a salary comes to net.
